Abstract
In recent years, organizations have been changing and developing fast. If organizations want to survive, they have to change. Therefore, the concept of “learning organizations” has gained currency in the literature. Understanding of the importance of total quality management became the main reason for the beginning of the process. However, organizations needed to compare themselves with other organizations. Briefly, the competition and changing environment have necessitated the modernization of the organizations in human resources and administrative processes. It is clear that only the flexible and innovator organizations will be successful among the others.
