A Positive Development, Some Anxieties and Expectations in Educational Management

Abstract

The purpose of this study was two fold. First, to assess the pros and cons of the latest regulations regarding the appointment and transfer of educational administrators. Second, to make contributions towards a healthy application of the new regulations by determining expectations.
Data were gathered by survey and interview techniques from 120 candidates who had passed the Ministry's National Education exam for educational administrators and attended an in-service training program at Abant İzzet Baysal University. The data were analysed by using frequency distributions and percentages.
The results revealed that candidates found the new system positive amd appropriate in terms of sources of school administrators, their selection and preparation. They support the new system and wish it to continue. The candidates believe that new regulations regarding the appointment of school administrators fit the realities and needs of Turkey and that the problems within this system can be solved.
The results also indicated, however, that the candidates have some worries concerning the appropriate applications of new regulations and the continuity of the new selection system. It was found that the candidates also expected the deficiencies to be abolished, and trust the system.
