The Practice and Problems of Transported Elementary Education : “The Case of Sincan”

Abstract

This research was planned to introduce the application of Transported Elementary Education in Sincan, Ankara, to determine the problems concerned and to develop and offer solutions. In this research done according to Descriptive Method, three kinds of questionaires were prepared to give to managers, teachers and parents in Sincan, Ankara. The questionaires were given to 11 managers, 18 teachers, and 39 parents. Since the data collected are at classification evaluation level, to obtain syntheses, frequency and per cent techniques were used in order to check the differences between group opinions in common subjects. The chi-square technique could have beenapplied to one article only. Legal foundations and data collected concerning the cost of transported elernantry school education were evaluated according the research purposes. The legal foundations of transported elementaiy education are the Elementary School Education Code, the Education Code, the necessary articles of the Basic National Education Code and the Transported Elementary Education Regulation which came into force in 1995. After Transported Elementary Education was put into use, the cost of education decreased. For example, while in the 1994-1995 Education and Training year the sum set aside by the government was 334.060.000. 000 TL to carry 74.981 students, with the application of Transported elementary Education 146.415.000. 000 TL was saved. The most important problems concerning transported elementary education are as follows. L No mess hall where students can eat meals is available. 2.No questions were asked to the school management and no recommendations were taken from them. 3.No central school is available. 4.The sum met by the government is not enough, 5.The roads leading to the Central School are in poor condition. The following could be recommended for Transported Elementary School Education to be more successful, 1. Lunch must be supplied to the students by the government. 2.Before application the ideas of the school management, teachers and parents must be taken intoconsideration, 3.A guide teacher is necessary at each school, 4.The central school must be repaired and there must be adequate teachers to work at the school. 5.Roads leading to the school must be mended, people other than students must be prevented from ridingthe school buses and buses must be in good condition.
