Abstract

Strategic planning is a disciplined effort that produces the basic decisions and acts that guide the organization on important issues and challenges. The strategic planning that aims at being multidimensional, broad, cooperative and integrative is closely related to the knowledge, skills and beliefs of especially high-level administrators. In order for the strategic planning to be successful in practice there are certain leadership roles that should be adopted by national leaders and educational administrators at all levels. If integration is to be achieved, these leadership roles should be fulfilled. Leaders should blow social, political and economical history, should have detailed information about their organization, should have good relations with the people that take part in the plan, should take the responsibility of the process and should provide collaboration among the members of the team. In order to achieve this, leaders should act in line with the political demands of the community instead of developing the sensitivity towards internal and external environment, should have the necessary technical knowledge and know-how, and should not be limited within the mission but instead should develop vision.
